No recognition by Kiwa of Certificate of Competency issued in Crimea
In February 2014, the Russian Federation started its armed aggression against Ukraine by unlawfully invading and occupying the Autonomous Republic of Crimea and the city of Sevastopol, Ukraine (hereinafter referred to as “Crimea”).
In July 2014, the Ministry of Infrastructure of Ukraine temporarily suspended its issuance of certificates of competency and seafarers’ identity documents in Crimea. The UN General Assembly specifically called upon all States, international organizations and specialized agencies not to recognize any alternation of the status of Crimea and to refrain from any action or dealing that might be interpreted as recognizing any such altered status. This also refers to the non-recognition of all documents issued by the Russian occupation authorities in these regions, including certificates of competency and identity documents for seafarers. The mentioned documents are therefore not recognized by the Dutch flag.
