From ISM News Update nr. 129: Change and updates on legislation Marpol
February 2024
Change and/or updates on legislation Marpol
The requirement of Marpol Annex V, regulation 10, carriage of a Garbage Record book, has changed from 400 GT to 100 GT. This applies to all new and existing vessels.
The Energy Efficiency Existing Ship Index (EEXI) and the Carbon Intensity Indicator (CII) entered into force on 1 January 2023. The EEXI targets for energy efficient ship design apply to all existing ships over 400 GT, while the CII and the CII scale from A-E applies to all vessels over 5000 GT.
Using the SEEMP (Ship Energy Efficiency Management Plan), emissions have been monitored and reduced, with the EEOI (Energy Efficiency Operational Indicator) as a benchmark. The EEOI standards have been a blessing for the shipping sector. They help ship owners evaluate their fleet’s performance in terms of CO2 emissions. The EEOI is a recognized and transparent method for measuring a ship’s efficiency in emitting Green House Gasses.
Annual reporting of the outcome of the EEOI will be mandatory from 2025, using the recorded numbers from 2024.
We therefore recommend ship owners and operators to contact their Classification Societies to ensure compliance and prevent nasty Port State surprises.
